Eight crorepatis MLAs in Tripura assembly

Agartala, Mar 03, 2013 : Among the 60 elected MLAs of Tripura, eight MLAs or 13 percent of total strength of present Tripura legislative assembly are ‘crorepatis’.

Tripura Election Watch (TEW) has analyzed affidavits of all 60 newly elected MLAs of Tripura after 2013 Assembly Elections. Out of the 60 newly elected MLAs, 49 are from CPI (M), 10 are from Indian National Congress (INC) and 1 is from CPI.

TEW said that in the year 2008, there were 5 percent crorepati MLAs, 3 out of 60 MLAs in 2008.

The average asset per MLA in Tripura Assembly Elections 2013 is Rs. 53.61 lakh. In 2008 Tripura Assembly Elections for the 60 MLAs analyzed the average asset per MLA was Rs. 29.98 Lakh.

Among major parties, the average asset per MLA for CPI (M) is Rs. 27.59 lakh and for INC is Rs. 1.83 crore. In 2008 the average asset per MLA for CPI (M) was Rs. 14.86 Lakh and for INC it was Rs. 1.052 crore.

The top three MLAs with highest declared assets are Dilip Sarkar of INC from Badharghat (SC) constituency with Rs. 4.58 crore worth of assets and Pranajit Singha Roy of INC from Radhakishorpur constituency with assets worth Rs. 4.03 crore and Biswabandhu Sen of INC from Dharmanagar constituency with assets worth Rs 2.25 crores. From CPI (M) the MLA with highest assets is Jitendra Choudhury from Manu (ST) constituency with assets of Rs 1.55 crore. 

A total of 11 MLAs out of 60 analyzed have declared assets less than Rs. 10 Lakh.

Diba Chandra Hrangkhawl of INC from Karamchara constituency has declared the lowest assets of Rs 6 thousand followed by Niranjoy Tripura of CPI(M) from Chawmanu (ST) constituency has declared assets worth Rs 88 thousand and Priyamani Debbarma of CPI(M) from Karbook (ST) constituency with assets worth Rs 1.10 lakh.

A total of 9 MLAs out of 60 analyzed have declared liabilities of Rs. 10 lakh or above.

TEW added that the top three MLAs with highest declared liabilities are Jitendra Chaudhuri a CPI(M) MLA from Manu (ST) constituency has declared the highest liabilities of Rs. 28.24 lakh followed by Rajendra Reang of CPI(M) from Kanchanpur (ST) constituency with assets of Rs 20.96 lakh and Bijoy Lakshmi Singha of CPI(M) from Kamalpur constituency with assets worth Rs 15.03 lakh. From INC the MLA with highest liabilities is Birajit Sinha from Kailasahar constituency with liabilities worth Rs 14.56 lakh.

A total of 29 out of all 60 (48%) MLAs in the Tripura 2013 Assembly Elections have not declared their PAN details. In 2008, 51 MLAs (85% of 60 analyzed) had not declared their PAN details.

A total of 27 out of 49 MLAs of CPI (M) have not declared their PAN. Similarly, for INC 2 out of 10 MLAs have not declared PAN details.

Nine MLAs have declared an income in their ITR, almost all other MLAs have claimed to be exempted from paying Income Tax under Section 10(26) of the Income Tax Act.

Out of the 9 MLAs who have declared an income, the top three MLAs with the highest income are as Pranajit Singha Roy of INC from Radhakishorpur constituency with total income worth Rs 30.38Lacs. He is followed by Birajit Sinha of INC from Kailasahar constituency with total income of Rs 7.69 lakh and Ratan Lal Nath of INC from Mohanpur constituency with total income worth Rs 7.66 lakhs. From CPI (M) the MLA with declared highest income is Bijita Nath from Bagbassa constituencies with income of Rs 2.63 lakhs.

In 7 constituencies, Lakhpati candidates emerged as winners, defeating higher asset Crorepati candidates in their respective constituencies.

Out of 60 MLAs, 6 MLAs (or 10 %) have declared criminal cases against themselves. All the 6 MLAs with declared criminal cases are from INC. In 2008 assembly elections, 5% of the MLAs (3 out of 60 MLAs) had declared criminal cases against themselves.

Out of these 6 MLAs who have declared criminal cases, 5 have declared serious criminal cases like murder, attempt to murder. Among these 6 MLAs with self-declared criminal cases, charges have been framed against 4 MLAs in various cases. They are Ratan Lal Nath (INC), Gopal Chandra Roy (INC), Birajit Sinha(INC), and Biswabandhu Sen (INC).

The top three MLAs from major parties who have declared maximum number of serious criminal cases of murder, attempt to murder etc against them are Birajit Sinha from INC from Kailashahar constituency, has declared one charge related to murder. Ratan lal Nath also from INC from Mohanpur constituency has declared one charge related to attempt to murder and Gopal Chandra Roy of INC from Banamalipur constituency has declared one charge related to attempt to murder.

A total of 28 (47%) MLAs (out of 60 analyzed) are graduates or have higher degrees in the Tripura 2013 Assembly Elections. 20 MLAs (33%) are 10th Pass or below.

A total of 3 MLAs, out of all the 60, are of 70 years and above and one MLA is aged 40 or less

Out of 60 MLAs, 5 (8%) women are the Tripura 2013 Assembly Elections. In 2008 there were 3 women MLAs (5% of the 60 analyzed).
