NE's largest arms recovery acting on Tripura cop intel

Agartala, Mar 08, 2013 : In the biggest ever arms haul in the North East region, Assam Rifles and Mizoram Police recovered as many as 31 AK series rifles, one LMG and one Insas along with about 1000 ammunitions from Aizwal on Friday.

The information about the weapons cache was given by Tripura police to the AR and Mizoram Police.

"Three persons were arrested and they confessed that the arms were being smuggled to Bangladesh", said a senior Tripura police official here. Among the arrested two belong to Chakma community and one Tripuri.

It is not yet clear from where the arms came but, it is suspected that the consignments did come from Myanmar.

The AR and Mizoram Police acting on Tripura police supplied information raided a place called 4 miles in between Aizwal city and Airport on New Airport road. The arms were packed in boxes and were kept hidden behind a house.

"The arrested persons are prima facie couriers and they were waiting for right moment to smuggle the weapons out to Bangladesh", the official said.

Recovery of so many weapons meant for Bangladesh when the country is facing a volatile and violent time assumes sugnificance. Intelligence services are now interrogating the three arrested and some arrests are likely.

Tripura topper in MG NREGS implementation, Jiten expects new record

Agartala, Mar 08, 2013 : Rural Development minister Chaudhury held a long series of meetings with officials of all the departments he was put in charge in the 7th Left Front government. Speaking to reporters at the civil secretariat later this evening, the minster said that Tripura is soaring at the top of the entire country as far as performance in implementing Mahatma Gandhi National Rural Employment Guarantee Scheme (MG NREGS) comes in question. The state has already generated 73 mandays on an average across all eight districts till March 06, the minster said adding that he is expecting the figures to reach 90 by the end of current Financial Year. “There was a bit of slow performance before, during and shortly after the election or else we would have reached out desired target by now”, he added.

The Ministry for Rural Development approved a labour budget of Rs. 1204 crore 88 lakh for Tripura during 2012-2013 financial year. While central share released till March 06 stands at Rs. 767 crore 98 lakh, the state government released its own share of Rs. Rs. 153 crore 33 lakh, which coupled with the opening balance of Rs. 56 crore 23 lakh from previous financial year, sums up to a total available balance of Rs. 982 crore 69 lakh under the scheme. The third installment under MG NREGS is expected to reach the state government by the next 48 hours, RD minister Chaudhury said. He also stated that labour budget for the next financial year has set 95 mandays as target in average for Tripura. The state generated an average of 86 mandays in the previous financial year, ranking topper across the country.

According to latest information, Mizoram is closely following Tripura in success rate of implementing MG NREGS with 61.33 mandays generated in average, Tamil Nadu coming up next with 48.32 mandays. Goa generated the lowest man-days in the country – 12.44.

Chaudhury also held meetings with officials of the Industries and Commerce Department, Directorate of Information Technology, Directorate of Handlooms and Handicrafts etc on the day.

Left MLAs take oath-of-office

Agartala, Mar 08, 2013 : Left Front MLAs swore oath-of-office at the legislative assembly on Friday. Pro-tem speaker Niranjan Debbarma administered oath to the MLAs. While Manik Sarkar, who has already been sworn in as Chief Minister of the 7th Left Front government, Jitendra Chaudhury – re-named as Rural Development minister, MLA and CPI (M) veteran Naresh Jamatia including few others took oath in English, MLA Pranab Debbarma alongwith few others who emerged victorious from the ST reserved seats, took oath in Kokborok. Most of the MLAs, however, took their oath in Bengali. At the end of oath taking today, pro-tem speaker Niranjan Debbarma said that all others who would be a part of the assembly in the current term, would have to appear before the assembly secretary with their application for swearing-in by 5 PM on Friday or 10 AM on Saturday. Opposition MLAs are supposed to take oath-of-office tomorrow.

All five women legislators who were elected in the Tripura’s legislative assembly were sworn in today – the International Womens’ Day. 15 women candidates had contested in the assembly polls on February 14. Three women members were elected to the House in 2008 assembly election.

Tripura gets new project for dev of dairy industry

Agartala, Mar 07, 2013 : The Ministry for Agriculture and Animal Resource Development has granted a project worth Rs. 9 crore 8 lakh to Tripura to develop dairy industry in the state, ARDD Secretary Swapan Saha said on Thursday. Speaking to reporters at the civil secretariat here this evening, the official informed that the first phase of fund release under the project would reach the state by the end of the ongoing month. The project is supposed to focus on development of average daily production of milk in the state beside infrastructure development of the industry like purchase of bulk pulling machines, delivery vans etc. The official also said that milk cooperative societies operational in Gomati, South and West Tripura districts would come under the purview of the project. The project was sanctioned at a recent meeting of the Ministry’s secretary at New Delhi.

LF victory rally: CM calls for peace, development

Agartala, Mar 07, 2013 : The 93.47 percent turnout in the February 14 assembly elections in Tripura is a history for peace loving people of the state, said Chief Minister Manik Sarkar addressing the massive central election victory rally of the Left Front here at Astabal ground on Thursday.

After swearing-in-ceremony, the council of ministers including Chief Minister, top leaders of Left Front including CPI (M) general secretary Prakash Karat attended the central victory rally.

Speaking in the rally, Sarkar said that the maximum participation of women in the voting in Tripura reflect their faith on democracy, peace and stability of the Left Front government.

‘The massive mandate towards the LF to form the 7th LF government-is the victory of the general people of the state’, said Sarkar.

The LF and government assure that all the commitments of LF manifesto will be fulfilled in coming days, said Sarkar adding that like previous years the people of the state would extend the cooperation towards development and peace of the state.

“There is no wall between government and people of the state, if there are any weaknesses and deficiency of the government, you have every right to make us aware”, said Sarkar.

He appealed to all section of the leaders to listen the grievances of the people passionately and solve their problems compassionately.

‘There are still several hideouts of the underground militants of the state in Bangladesh, my special request to them to leave path of violence and join in the mainstream for peace and development of the state’, said Chief Minister.

He assured that government and people of the state will provide all logistic support towards their rehabilitations-if they shun the path of violence.

He also added that if the rebels do not shun the path of violence, then government will act strongly as per law.

The Congress and BJP never can be alternative of LF, the people of Tripura have given us massive responsibility and the government will act to fulfill their demands, said Sarkar adding that the formation of 7th LF government is a greatest instance of their faith on left parties.

Referring to some stray incidents of post-poll violence, Sarkar termed that despite some conspiracy-the violence is unexpected. 

People voted us for peace and we have to maintain the peace, said Sarkar adding that win and defeat in elections is part and parcel of democracy.

He warned and appealed to all section of society to stop violence, or law will take its own course.

A large section of people did not cast their votes in favour of us, they are not our enemy, we have to fulfill their demands expectations also and strengthen our party bases, said Sarkar.

Earlier, in the rally CPI (M) general secretary Prakash Karat addressing the gathering said, Tripura is now a great instance in the country.

The political consciousness of Tripura people reflected in the 52 percent vote sharing by Left Front candidates, said Karat adding that people of Tripura gave a suitable answer to opposition Congress and their leader Rahul Gandhi.

Five percent women among central troopers

Agartala, Mar 07, 2013 : The central government has directed the Central Armed Police Forces (CAPF) to recruit five percent women troopers, a top officer said here Thursday.

"With the direction of the central government, most of the central forces have started recruiting more women personnel in their forces to fulfil the five percent target," Central Reserve Police Force (CRPF) chief Pranay Sahay told IANS.

He said: "Currently, the CRPF has three Mahila battalions (Women's battalions) out of the total strength of 222 battalions. "Now, the women's personnel strength is 2.85 percent of the current strength of 244,200 CRPF troopers."

"We are now on the process of raising five more battalions, including, the three Mahila battalions," said Sahay, who was earlier director general of Tripura Police and came here on the invitation of the state government to attend the swearing-in-ceremony of the Left Front ministry Wednesday.

There are six CAPFs in the country under the union home ministry: CRPF, Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB) and National Security Guard (NSG).

Counter-insurgency trained Assam Rifles (AR) is the lone central paramilitary force that is under the command of the army and under the administrative control of the home ministry.

The BSF, AR, ITBP and SSB are the 'border guarding forces' while the CRPF assists the state governments and union territories to deal with the internal securities and counter insurgency operations.

Sahay said: "Seventy-five CRPF battalions, around 38 percent of the total strength have been deployed in the Maoist affected areas of the country alone, followed by 33 percent in Jammu and Kashmir, 18 percent (35 battalions) in the northeast region and remaining in various parts of the country."

He said that the specially trained CRPF troopers have been deployed in the Maoist hit areas of Jharkhand, Chhattisgarh, West Bengal, Uttar Pradesh, Madhya Pradesh, Odisha, Bihar and Maharashtra.

"Our thrust area right now is in the Maoist area only," said the CRPF chief.

He said that the CRPF troopers are also geared up with all modern weapons and gadgets to curb the Maoist insurgency in the country.

He asserted that the CAPF is well-equipped and have the latest arms and technology to counter Maoist and other threats.

"We have procured very high degree of equipments especially with reference to the threat to Maoist areas. In fact, the CRPF uses the best weapons. We are much better than our adversaries," Sahay added.

He said: "We also used unmanned aerial vehicles and observe the movement of unwanted people on the ground."

"Our troopers have got expected skills. We don't have problem."

Manik Sarkar becomes Tripura CM for fourth time

Agartala, Mar 07, 2013 : Manik Sarkar assumed office as Tripura chief minister for a record fourth successive term at the head of India's only Communist government, the defender of the red bastion in a strategically located state that was not too long ago in the grip of ethnic unrest and secessionist militancy.

He is probably India's only chief minister who does not own a home, car or bank balance worth mentioning. He does not even have a mobile phone and has never used the red beacon on his official car and washes his own clothes every morning.

India's second longest serving communist chief minister after West Bengal's Jyoti Basu (June 1977-Nov 2000), Sarkar, 64, led a coalition of the CPI-M and the CPI to a huge electoral win in Tripura, the only state the Communists remain in power after their electoral defeats in their long-held bastions of West Bengal and Kerala in the last national election.

Tripura Governor D.Y. Patil administered the oath of office to the 64-year-old Left leader and his council of ministers at a function at the Raj Bhavan here Wednesday afternoon.

Popularly known as 'Manik Da' among his partymen and others, he was known as a firebrand leader here since early 1970s who espoused popular causes.

Born at Udaipur in South Tripura on Jan 22, 1949, in a lower middle-class family, Sarkar's father Amulya Sarkar was a tailor and his mother Anjali Sarkar was an employee of the state health department. His wife Panchali Bhatacherjee was an officer of the central social welfare department.

Chief minister since 1998, Sarkar, who has a bachelor of commerce degree from Calcutta University, is known as a honest man with a spartan lifestyle.

"His realistic thinking and approach made him a commonly acceptable leader among the middle-aged Communists in the state," said Samiran Roy, a close friend of Sarkar and editor of a leading local daily Tripura Darpan.

"Manik was the closest follower of Tripura's first Left chief minister Nripen Chakraborty (1978-1988), a father figure of the Communist movement of Tripura. Thus he follows the life-style of Nripen da, a versatile genius," Roy told IANS

Sarkar, the second longest serving chief minister in the northeastern region too after Gegong Apang of the Congress who ruled Arunachal Pradesh for 24 years over two periods (1980-99 and 2003-07), succeeded Dasratha Deb (1993-1998), another founder of the Left base in Tripura along with Nripen Chakraborty.

Sarkar become a CPI-M politburo member at the party's 17th Congress in Hyderabad in March 2002.

In the Feb 14 polls, Sarkar defeated his Congress rival Shah Alam by 6,017 votes. In the last polls in 2008, Sarkar's winning margin was 2,918. This is his sixth electoral victory.

In the polls, result of which announced Feb 28, the CPI-M alone bagged 49 of the 60 seats while its ally Communist Party of India won one seat. The Congress finished with only 10 seats.

It was the best result for the Left since 1978 when the legendary Nripen Chakraborty-led CPI-M swept 56 seats. This time, Sarkar helped the Left Front increase its 2008 tally by one seat.

"This is a verdict in favour of development, peace and stability besides good governance," Sarkar told IANS.

He was first elected to the state assembly from the Agartala constituency in 1980 by-election. He was then re-elected to the house four times (1983, 1998, 2003 and 2008).

Undoubtedly the "poorest" chief minister in India, Sarkar, according to documents filed with the Election Commission, has Rs.10,800 in cash. In line with CPI-M rules, Sarkar gives away his salary to the party, which pays him Rs.5,000 a month.

Sarkar's wife Panchali Bhattacharjee, 62, who retired as a government employee in 2010, has Rs.22,015 in cash and Rs.24,52,395 as savings. The couple doesn't have any children. She said her husband still washes his clothes every morning.

"My wife's pension can sustain us. My expenses are a small pot of snuff and a cigarette a day," Sarkar said adding: "We always become happy when we see the people are laughing owing to their happiness."

After the death of his mother in 2009, Sarkar inherited a small house worth Rs.200,000 in Agartala. He donated it to his only sister, who is younger than him.

"Actions speak louder than words. Work and performance are more important than talks and speeches. A sincere attempt has been made for all-round development of Tripura," Sarkar once said.

Even the opposition Congress doffs its hat to his personal honesty, transparency and in ambiguity.

"We could not raise any questions against Manik Sarkar's honesty and integrity. There might be some misdeeds in his government, but Manik is absolutely honest," state Congress leader Tapas Dey told IANS.

"Manik's another deferential aspect is that he gives importance and liberty to leaders and legislators of the opposition parties," he added.

Tripura is India's third smallest state after Goa and Sikkim. The state, which has a population of 36.71 lakhs, is surrounded on three sides by Bangladesh.

First session of 11th assembly to start on March 15

Agartala, Mar 06, 2013 : The new cabinet of 7th Left Front government in Tripura took oath-of-office on Wednesday at the Raj Bhawan. The 12 member cabinet headed by Chief Minister Manik Sarkar received a warm welcome by the Tripura Employees Coordination Committee (HGB Road) back at the civil secretariat later this afternoon following which the members of cabinet headed in for the first cabinet meeting of the new government. Speaking to reporters later this evening, current Law Minister Tapan Chakraborty said that the cabinet has decided to hold the first session of 11th legislative assembly from March 15. Though the exact number of working days of the session was not divulged by the minister, a highly placed source said later today that the session would continue for around three days. 

The assembly session would be preceded by a meeting of the Business Advisory Committee (BAC) which is scheduled to resolve on the number of working days of the assembly this time. The first day of upcoming assembly session is scheduled to have the speech of Governor Dr. DY Patil, vote on account etc.

The cabinet meeting on Wednesday also nominated MLA Niranjan Debbarma as the pro tem speaker while MLA and former Information and Cultural Affairs minister Anil Sarkar was unanimously accepted as the Vice Chairman of State Planning Board. The pro tem speaker is scheduled to swear in at 10 AM on Thursday at the Raj Bhawan. Swear-in-ceremony of all members of the 11th state legislative assembly is scheduled to be held on March 08 and 09, a source said.

12 members Left Front cabinet sworn in

Agartala, Mar 06, 2013 : The Governor Dr D Y Patil administered the oath of office and secrecy to Chief Minister Manik Sarkar and 11 other cabinet ministers here at Raj Bhavan on Wednesday afternoon in a formal ceremony.

Manik Sarkar, Chief Minister of Tripura since 1998 took the oath of the office for fourth consecutive terms on Wednesday and CPI (M) led Left Front in Tripura assumed the office for the fifth consecutive terms.

Soon after the oath of chief minister, the others who took oath on Wednesday are Aghore Debbarma in Kokborok language, Badal Chaudhury in Bengali, Tapan Chakraborty in Bengali, Manik Dey in Bengali, Jitendra Chaudhury in English, Khagendra Jamatia in Kokborok, Manindra Reang in Bengali, Bijita Nath,lone female minister in the cabinet also took the oath in Bengali, Sahid Chowdhury in English are all members of the previous Left Front ministry.

There are two first-time minister in the council of ministers, they are Bhanulal Saha, took the oath in Bengali and Ratan Bhowmik also took the oath in Bengali. Saha was deputy speaker in the outgoing assembly.

Among the 12 ministers, eleven are from the CPI (M) and only Manindra Reang from the Communist Party of India (CPI).

CPI(M) Politbureau member Sitaram Yechury, West Bengal opposition leader Surya Kanta Mishra, CPI(M) Assam unit secretary Udhab Barman, senior party leaders and top officials attended the swearing in ceremony.

Three formers DGPs, G M Srivastava, Pranay Sahay, incumbent Director General of CRPF, incumbent Special Director of CBI, K Saleem Ali and other top administrative officials of civil administration were also present in the ceremony.

The opposition Congress, Indigenous Nationalist Party of Tripura (INPT)-National Conference of Tripura (NCT) alliance boycotted the swearing in ceremony in allegation of ‘large-scale post poll violence in various parts of the state sponsored by LF cadres’.

Recently, concluded 11th assembly elections of Tripura, the Left Front recorded a massive victory in the February 14 polls, the results of which were announced February 28 last, where LF secured 50 seats in the 60-member assembly and opposition Congress get only 10 seats.

However, Left Front secured over 52.30 percent votes while the Congress-INPT alliance got 44.60 percent of votes in the election. 

Later, in the afternoon Chief Minister Manik Sarkar called his first cabinet meeting here at Civil Secretariat and will declare the portfolios of the council of ministers.

Left Front declares new cabinet, Anil walks out, two new faces

Agartala, Mar 05, 2013 : Tripura Left Front committee on Tuesday declared the list of members of the cabinet of 7th Left Front government in Tripura. The list portrays two outgoing ministers – CPI (M) veteran and Information and Cultural Affairs minister Anil Sarkar and defeated Left Front candidate from RK Pur constituency – Joy Gobinda Debroy while two new have come in. New faces in the cabinet are former Deputy Speaker of the state legislative assembly – Bhanulal Saha and former Vice Chairman of South Tripura Zilla Parishad – Ratan Bhowmik. Manik Sarkar, who has been leading the state government for last three consecutive terms, was named the next Chief Minister this evening.

The new 12 member cabinet, as resolved in the meeting of Left Front government, comprises of Manik Sarkar, Aghore Debbarma, Badal Choudhury, Tapan Chakraborty, Manik Dey, Jitendra Choudhury, Khagendra Jamatia, Manindra Reang, Bijita Nath, Sahid Choudhury, Bhanu Lal Saha, Ratan Bhowmik. 

Speaking to reporters at the CPI (M) state headquarters at Melarmath this evening, Tripura Left Front convener – Khagen Das said that the cabinet had to be restricted within the highest ceiling of 12 due to bindings on a 60-member assembly constituency.

Communist veteran Anil Sarkar was named as Vice Chairman of the Tripura Planning Board. Samir Deb Sarkar, who served as Chief Whip of the assembly, would continuing as the Chief Whip during the tenure of the 11th assembly. Ramendra Debnath was named as the Speaker of Tripura state legislative assembly once again while Pabitra Kar, Chairman of the Tripura Industrial Development Corporation (TIDC) would assume office of the Deputy Speaker. The Chief Minister would announce the respective portfolios of the ministers during swear-in-ceremony at Raj Bhawan on March 06, convener of the Tripura Left Front Committee said.

East Zone Rotarian’s Meet Held in Agartala: A report

Agartala, Mar 05, 2013 : Sometime big thing happens very silently. So was the case in regard to recently held Rotarian’s meet at Agartala during 21st—23rd Feb, 2013. Rotary Club of Agartala City [ RCAC] hosted the very prestigious event of training programme of leading Rotarians at the picturesque combined venue of State Guest House and Gitanjali Guest House at Kunjaban on airport road, Agartala. In the 3-day programme, apart from local participants, about 100 senior Rotarians from North East states and east part of West Bengal took part in the training sessions. The programme is popularly known among Rotarians as PETs programme. PETs means President Elect Trainings. This is a training programme for President Elects and Assistant Governor Elects who shall be shouldering the responsibility of running rotary activities in the coming years under their respective jurisdictions. 

Eminent guests and resource persons like PDGs Tapan Kumar Roy, Probhat Kedia, Yogesh Verma, Amitava Mukherjee, Ashok Agarwal, Kirti Ranjan Dey, DG Elect Arijit Kumar Endow and many others were present to grace the entire sessions. This was a programme of Rotary International District [ RI District ]-3240 which covers part of West Bengal and part of North East regions. RCAC comprises within this 3240 District.

Since its birth on 23rd February,1905, Rotary International, in its 108 years of glorious history, have incessantly been working for the good of the people, for peace, harmony and international understanding. In the 2012-2013 Rotary year, “Peace through Service” has been taken as the slogan of Rotary activists worldwide. 

Most noteworthy is the fact that Rotary International has been extending all support including major fund contribution to global polio eradication programme since its launching. This year Rotary International has further given a call to its members spread over more than 200 countries under 34000 clubs throughout the world to work with devotion for raising a fund of US $ 700 million dollars for making up the fund gap for PPI programme.

The Rotary Club of Agartala City, as informed by RTN Swapan Bhowmik, Secretary, RCAC, was installed on 14th December, 2002, with the goal of supplementing the ideals of Rotary International and to render possible community service to the people of Tripura at different sectors. Thus RCAC in its 10 years of functioning has tried to concentrate its activities to providing dresses, uniforms, furniture, utensils, teaching aids, sanitation facilities etc for the benefit of the inmates of orphan homes , warm clothes to rickshaw pullers and poorer sections, extending financial help for treatment, organizing nos of health camps at various parts of the state in collaboration with the IMA, hosting cultural events like Rabindra Sarddha Satabarshiki celebration, participating in Queens Baton Rally and promoting afforestations etc.

The Rotary meet in Agartala this time has offered a big opportunity to discuss many important and relevant issues like club leadership planning, future vision planning, procedural matters, roles and responsibilities of club leaders, financial management, goal setting, public relation etc. Discussions in the sessions were encouraging and inspiring for all, particularly for future leaders.

RCAC has brought out a special PETs issue of souvenir UNAKOTI during the session. A cultural function was organized on 23rd February to celebrate the foundation Day of Rotary International at BRTF premises as International Peace and Understanding Day.

Two women hacked to death in Tripura for superstitious belief

Agartala, Mar 05, 2013 : A tribal woman and her daughter were hacked to death in a Tripura village after they were branded sorceresses, police said here Tuesday.

Ajanga Mala Tripura, 65, and her daughter Puspa Mala Tripura, 35, were killed in Sakbari village Monday night by three men who accused them of causing their father's illness through black magic.

Ramani Mohan Tripura, 55 has been suffering from some ailments. His three sons allegedly responsible for the heinous crime are on the run.

Police went to the spot, 140 km from here, and arrested Ramani Mohan Tripura.

According to the villagers, the killing was driven by superstitious beliefs.

Tripura Women's Commission (TWC) Tuesday strongly condemned the killing of the tribal women suspected of using witchcraft or black magic.

The TWC, a statutory body for the protection of women from all forms of atrocities and deprivation, in a statement demanded strict punishment for the perpetrators of such crimes.

"A fact finding team of the commission would visit the Sakbari village Wednesday to get the details of the killings," TWC chairperson Purnima Roy told IANS.

Many people, mostly women, are killed every year in the northeastern states for allegedly practicing sorcery and witchcraft, mostly in tribal-dominated areas of western and northern Assam and Tripura.

Black magic, witchcraft and superstitious beliefs have been part of tribal customs in parts of Assam, Tripura and other northeastern states.

Many tribal communities practice indigenous faiths and resort to such rituals in treating ailments in their communities.

Assam PCC flays Tripura Cong top brass over assault on AICC delegation

Agartala, Mar 04, 2013 : Assam Pradesh Congress Committee vehemently criticized the incident at Tripura Pradesh Congress Bhawan, Agartala, on Sunday where Congress veteran and Assam Chief Minister Tarun Gogoi was hackled alongwith other AICC leaders. A section of dissented Congress supporters literally abused and physically abused the AICC delegation including Assam CM Tarun Gogoi, AICC General Secretary Shakel Ahmed and Luizinho Faleiro. Tripura Pradesh Congress president Sudip Roy Barman was hackled during the brawl as well by party supporters, allegedly drive out of their households in Joynagar, Pratapgarh, Khayerpur areas during post-poll violence. The hapless party workers reportedly gathered at Congress Bhawan on the day to complain national leaders about post-election violence from ruling CPI (M) cadres. Denied a scope to speak, they became infuriated and the brawl ensued.

Referring to the issue, Pradip Dutta Roy, Secretary of the Assam Pradesh Congress Committee, Rajiv Bhawan, said in an official communiqué on Monday that the incident has considerably degraded image of Tripura Pradesh Congress in front of the entire region. He also said that the incident has proven total failure of control of TPCC leaders to conduct their duties on the day.



Dutta Roy cited the anecdote of decades of Congress politics in Assam amid tumultuous conflict situation where secessionist forces have been very active till recently and said that Assam Pradesh Congress Committee leaders, cadres are still disciplined way beyond question. He flayed the Tripura Pradesh Congress top brass for loss of control and party discipline and stated that Chief Minister of Assam – Tarun Gogoi has been deeply hurt and shocked at the state-of-affairs in Tripura. Discussions were also held with Gogoi for taking up initiatives of internal probe within the Tripura Pradesh Congress. The Assam Pradesh Congress leaders were also reported to have been considering possibilities of conspiracies behind Sunday’s incident at the Tripura Pradesh Congress Bhawan. The statement also said that ‘leadership style of Santosh Mohan Deb’ shouldn’t be expected from Tarun Gogoi.

Left leaders met Governor, Manik Sarkar elected as leader

Agartala, Mar 04, 2013 : Newly elected Left Front members of Tripura legislative assembly met here at CPI (M)’s state headquarters in Agartala on Monday and formally elected Manik Sarkar as their legislature party leader.

This is for the fourth time Manik Sarkar has been chosen as the leader of LF legislature for forming the 7th Left Front government in Tripura.

Soon after the meeting of LF legislatures, CPI (M) state committee secretary Bijan Dhar and Left Front convener Khagen Das met Governor Dr D Y Patil here at Raj Bhavan and handed over to him LF candidates list for formation of 7th left Front government in Tripura. 

Official sources said, LF legislature’s leader Manik Sarkar will meet Governor Dr D Y Patil on Monday afternoon and will discuss about the swearing-in-ceremony of his cabinet on March 6 next.

In the sixty members Tripura legislative assembly, Left Front got 50 seats and opposition Congress got only 10 seats.

Among the sixty members, 10 MLAs elected are ‘new comer’ in the assembly. They are CPI(M) candidates Ratan Das from 7-Ramnagar constituency, Rajkumar Choudhury from 18-Suryamaninagar, Ramendra Debbarma from 19-Charilam segment, Shyamal Chakraborty from 22-Sonamura, Ratan Bhowmik from 33-Kakraban-Shalgara constituency, Priyamani Debbarma from 43-Karbook, Lalit Debbarma from 47-Ambassa, Samiran Malakar from 50-Pabiyacherra, Tunu Malakar from 51-Fatikraoy constituency and opposition Congress has also one first time MLA, Pranajit Singharoy from 31-Radhakishorepur constituency.

HS examinations begin in 67 venues across Tripura

Agartala, Mar 04, 2013 : Tripura Board of Secondary Education (TBSE) run Higher Secondary (HS+2) and HS-Fazial (Madrassa) examinations across the state commenced on Monday.

Altogether 24,189 students appeared for HS examinations including HS-Fazial this year.

Board president Dr Amitabha Debroy said students from 330 schools across the state will sit in HS examinations.

He said, a total of 3 students including female candidates from correctional home have also appeared in the HS examinations. They are all life time prisoners Bandana Paul, Pradip Sharma and Jiban Chandra Das. Earlier, Bandana also secured success in the Madhyamik examination from correctional home. Six more physically disabled including three blind students are also sitting in the HS examinations and 23 more students appeared in the examinations from HS-Fazial category. All the district administrations of Tripura have also imposed section -144 outside all 53 centers and 67 venues across the state to maintain law and order. So far, no untoward incident has been reported across the state.

Ajoy Biswas threatens sit-in-demo in front of CM’s residence

Agartala, Mar 03, 2013 : The Party for Democratic Socialism has threatened indefinite sit-in-demonstration if the new government fails to control rising incidents of post-poll violence across the state. Speaking to reporters at a press conference on Sunday afternoon, ex- parliamentarian and current general secretary of PDS–Ajoy Biswas declared an indefinite sit-in-demonstration in front of the government residence of Chief Minister unless the 7th Left Front government takes active steps in controlling post-poll violence across the state. He accused the ruling party cadres of conducting massive post-poll violence by burning down opposition party offices, ransacking households of opposition supporters beside assaulting them all along.

Biswas launched a scathing attack on the ruling Left Front government and said that the current government has lost all its differences with Congress-TUJS coalition government which ruled Tripura between 1988-1993. “Congress sought apology for their mistakes during the coalition government’s regime. What about the misdeeds happening in the left regime?” he asked. Biswas also added that the first Left Front government under Late Chief Minister Nripen Chakraborty had mass acceptance among the common people, unlike the current one which has to resort to violence on the masses to maintain grasp.

Eight crorepatis MLAs in Tripura assembly

Agartala, Mar 03, 2013 : Among the 60 elected MLAs of Tripura, eight MLAs or 13 percent of total strength of present Tripura legislative assembly are ‘crorepatis’.

Tripura Election Watch (TEW) has analyzed affidavits of all 60 newly elected MLAs of Tripura after 2013 Assembly Elections. Out of the 60 newly elected MLAs, 49 are from CPI (M), 10 are from Indian National Congress (INC) and 1 is from CPI.

TEW said that in the year 2008, there were 5 percent crorepati MLAs, 3 out of 60 MLAs in 2008.

The average asset per MLA in Tripura Assembly Elections 2013 is Rs. 53.61 lakh. In 2008 Tripura Assembly Elections for the 60 MLAs analyzed the average asset per MLA was Rs. 29.98 Lakh.

Among major parties, the average asset per MLA for CPI (M) is Rs. 27.59 lakh and for INC is Rs. 1.83 crore. In 2008 the average asset per MLA for CPI (M) was Rs. 14.86 Lakh and for INC it was Rs. 1.052 crore.

The top three MLAs with highest declared assets are Dilip Sarkar of INC from Badharghat (SC) constituency with Rs. 4.58 crore worth of assets and Pranajit Singha Roy of INC from Radhakishorpur constituency with assets worth Rs. 4.03 crore and Biswabandhu Sen of INC from Dharmanagar constituency with assets worth Rs 2.25 crores. From CPI (M) the MLA with highest assets is Jitendra Choudhury from Manu (ST) constituency with assets of Rs 1.55 crore. 

A total of 11 MLAs out of 60 analyzed have declared assets less than Rs. 10 Lakh.

Diba Chandra Hrangkhawl of INC from Karamchara constituency has declared the lowest assets of Rs 6 thousand followed by Niranjoy Tripura of CPI(M) from Chawmanu (ST) constituency has declared assets worth Rs 88 thousand and Priyamani Debbarma of CPI(M) from Karbook (ST) constituency with assets worth Rs 1.10 lakh.

A total of 9 MLAs out of 60 analyzed have declared liabilities of Rs. 10 lakh or above.

TEW added that the top three MLAs with highest declared liabilities are Jitendra Chaudhuri a CPI(M) MLA from Manu (ST) constituency has declared the highest liabilities of Rs. 28.24 lakh followed by Rajendra Reang of CPI(M) from Kanchanpur (ST) constituency with assets of Rs 20.96 lakh and Bijoy Lakshmi Singha of CPI(M) from Kamalpur constituency with assets worth Rs 15.03 lakh. From INC the MLA with highest liabilities is Birajit Sinha from Kailasahar constituency with liabilities worth Rs 14.56 lakh.

A total of 29 out of all 60 (48%) MLAs in the Tripura 2013 Assembly Elections have not declared their PAN details. In 2008, 51 MLAs (85% of 60 analyzed) had not declared their PAN details.

A total of 27 out of 49 MLAs of CPI (M) have not declared their PAN. Similarly, for INC 2 out of 10 MLAs have not declared PAN details.

Nine MLAs have declared an income in their ITR, almost all other MLAs have claimed to be exempted from paying Income Tax under Section 10(26) of the Income Tax Act.

Out of the 9 MLAs who have declared an income, the top three MLAs with the highest income are as Pranajit Singha Roy of INC from Radhakishorpur constituency with total income worth Rs 30.38Lacs. He is followed by Birajit Sinha of INC from Kailasahar constituency with total income of Rs 7.69 lakh and Ratan Lal Nath of INC from Mohanpur constituency with total income worth Rs 7.66 lakhs. From CPI (M) the MLA with declared highest income is Bijita Nath from Bagbassa constituencies with income of Rs 2.63 lakhs.

In 7 constituencies, Lakhpati candidates emerged as winners, defeating higher asset Crorepati candidates in their respective constituencies.

Out of 60 MLAs, 6 MLAs (or 10 %) have declared criminal cases against themselves. All the 6 MLAs with declared criminal cases are from INC. In 2008 assembly elections, 5% of the MLAs (3 out of 60 MLAs) had declared criminal cases against themselves.

Out of these 6 MLAs who have declared criminal cases, 5 have declared serious criminal cases like murder, attempt to murder. Among these 6 MLAs with self-declared criminal cases, charges have been framed against 4 MLAs in various cases. They are Ratan Lal Nath (INC), Gopal Chandra Roy (INC), Birajit Sinha(INC), and Biswabandhu Sen (INC).

The top three MLAs from major parties who have declared maximum number of serious criminal cases of murder, attempt to murder etc against them are Birajit Sinha from INC from Kailashahar constituency, has declared one charge related to murder. Ratan lal Nath also from INC from Mohanpur constituency has declared one charge related to attempt to murder and Gopal Chandra Roy of INC from Banamalipur constituency has declared one charge related to attempt to murder.

A total of 28 (47%) MLAs (out of 60 analyzed) are graduates or have higher degrees in the Tripura 2013 Assembly Elections. 20 MLAs (33%) are 10th Pass or below.

A total of 3 MLAs, out of all the 60, are of 70 years and above and one MLA is aged 40 or less

Out of 60 MLAs, 5 (8%) women are the Tripura 2013 Assembly Elections. In 2008 there were 3 women MLAs (5% of the 60 analyzed).

Quake hits northeast India, Bangladesh

Agartala, Mar 02, 2013 : An earthquake of moderate intensity rocked parts of northeast India and Bangladesh Saturday, an official said here.

According to district administrations in Tripura and southern Assam, no loss of life or damage to property was reported. 

An India Meteorological Department official told IANS in Agartala that the 7 a.m. quake measured 5.2 on the Richter scale. Its epicentre was in Karimganj (southern Assam), on the border with Bangladesh. 

"The quake was also felt in many parts of eastern Bangladesh, besides Tripura and southern Assam," the official added.

The Geological Survey of India had earlier notified that the northeastern region could experience a devastating earthquake, as the region, according to seismologists, falls in Zone V, the sixth-worst quake-prone belt in the world.

LF cabinet to be sworn in on March 6, victory rally on March 7

Agartala, Mar 01, 2013 : The new cabinet of the reelected left front government headed by Manik Sarkar as chief minister is all set to be sworn in on March 6 in Raj Bhawan in a simple official ceremony while the victory rally of the Front will come off next day on March 7. A final decision in this regard was taken in a meeting of the Front constituents held in CPI (M) party headquarters at Melarmath area of Agartala. Unwilling to go on record regarding the dates before a formal announcement in an interaction with the media at night , a senior CPI (M) leader desisted from elaborating on the issue.

Apart from this, a jubilant chief minister Manik Sarkar who is going to be sworn in for a record fourth consecutive time thanked and congratulated the people of the state for giving such a massive mandate to the left front in the just-concluded election. 'It is a positive mandate in favour of peace and development ; the politically conscious and mature electorate of the state saw through everything and reposed their trust in the left front again' said Sarkar in an interaction with the media last night. He however said that 'defeat and victory are inalienable parts of life' and every body should co-operate with the new government in maintaining peace and harmony in Tripura. He asserted that left front's victory in Tripura will strengthen and stimulate left movement in the entire country and his new government will work with 'more responsibility and dedication'.

Meanwhile, women candidates have set a record of sorts in the just-concluded assembly election . In the list of altogether 249 candidates there were five women nominated by CPI (M) , five by the BJP and four by the Congress, putting the total number of female candidates at only fourteen . But all five women candidates nominated by the CPI (M) including minister for social welfare Bijita Nath have come out winners . The remaining four women winners of the CPI (M) are Vijaylaxmi Sinha from Kamalpur subdivision, Rita Kar Mazumder from Sabroom subdivisional town, Tunurani Malakar from Pabiacherra (SC) under Kailasahar subdivision and Gouri Das from Teliamura seat in the namesake subdivision . This will be the highest representation of women at a time in Tripura assembly. 

Mayhem at Congress Bhawan, angry supporters hackle Assam CM, thump PCC prez

Agartala, Mar 02, 2013 : Total mayhem ruled Tripura Pradesh Congress Bhawan on Saturday as a section of dissented Congress supporters literally abused, pushed, kicked and physically hackled national Congress leaders including Assam Chief Minister Tarun Gogoi, AICC General Secretary Luizinho Faleiro, AICC General Secretary Shakeel Ahmed and Tripura Pradesh Congress president Sudip Roy Barman. Party supporters from Joynagar, Pratapgarh, Khayerpur areas, who were allegedly driven out of their homes by post-poll violence from left camp since February 28, had assembled at the Pradesh Congress Bhawan since this morning.

The dissented lot was expecting to speak out their grievances with the national Congress leaders. However, the short meeting among PCC President and the national leaders was followed by an even shorter press briefing following which all the leaders were on their way out of the Congress Bhawan. The trouble started when the leaders started ascending the stairs out of the party office.

A group of party supporters came up and started hand-to-hand scramble with the leaders. Assam Chief Minister Tarun Gogoi, AICC leaders Shakeel Ahmed, Luizinho Faleiro were assaulted, PCC president was thumped alongwith several other leaders of the party. National Security Guards (NSG), who came to protect Assam Chief Minister, later rescued the high-profile delegation of AICC. Shibani Sengupta, resident of Joynagar, Mithun Shil, resident of Pratapgarh and many more, who took active part in the scuffle, stated later today that they were forced out of their homes due to post-poll violence by CPI (M) cadres. “None of the PCC leaders came to see us. We were out of our homes and they chose to disconnect our phone calls, leaving us helpless before our tormentors”, she said adding that the PCC top brass has to answer for this day. “We don’t want these leaders. They will have to answer for the defeat in election. It is their liability. We want them changed. Pradesh Congress leadership has to change”, said Mithun Shil.
